RUSSIA-USA SUMMIT
President of Russia Vladimir
Putin and President of the United States of America Donald
Trump have met in Helsinki for their first full-scale summit meeting.
Before this, Mr Putin and Mr Trump had met on the sidelines
of various international events.

The Russia-US summit began with
a one-on-one meeting, to be followed by talks that will be
attended by the Russian and US delegations. Vladimir Putin
and Donald Trumpwill discuss ways to normalise bilateral
relations, as well as current international issues, primarily
the situation in Ukraine, Syria and the Korean Peninsula,
the fight against terrorism, and other.
Following the talks,
the two presidents will make statements for the press
and answer questions from media representatives.

Beginning of meeting with US

Putin: Mr President, I am delighted to meet with you here,
in Helsinki, the capital of hospitable Finland.
We have maintained regular contact.
Over the past few months, we have talked on the phone
and also met several times at various international events.
Of course, the time has
come to hold in-depth discussions on bilateral relations
and global problems, the number of which shows that we must
devote our attention to them.

President of the United
States of America Donald Trump: First of all, Mr President,
I would like to congratulate you on a really great World
Cup, one of the best ever, from what everybody tells me, one of the best
ever, and also for your team itself doing so well.
I watched quite a bit.
In the United States we call it soccer, and I watched quite
a bit of it. And I watched the entire final,
and the semi-finals, and they were really spectacular games,
and it was beautifully done. So congratulations, on that.
Most importantly, we have a lot
of good things to talk about, and things to talk about. We
have discussions on everything from trade to military,
to missiles, to nuclear, to China. We will be talking a little
bit about China, our mutual friend President Xi.
I think we have great
opportunities together as two countries, and frankly we have not been
getting along very well for the last number of years.
I have been here not too long, but it is getting close to two years.
But I think that we will end up having an extraordinary relationship.
I hope so. I have been saying it, and I am sure that you
have heard over the years, as I campaigned, that getting along
with Russia is a good thing, not a bad thing.
And I really think
the world wants to see us get along. We are the two great
nuclear powers, we have 90 percent of the nuclear, and that is
not a good thing, it is a bad thing. I think we can hopefully do
something about that because it is not a positive force, it is
a negative force. So we will be talking about that among other things.
And with that the world
awaits, and I look forward to our personal discussion which
I thinks begins now, and then we are going to meet our whole
team. You have quite a few representatives, and I do. We all
have a lot of questions, and ultimately we will come up with
answers, most importantly. It is great to be with you.

Telephone conversation with US President Donald Trump
Vladimir Putin had a telephone
conversation with President of the United States Donald Trump
at the latter’s initiative.

Donald Trump congratulated
Vladimir Putin on his victory in the presidential election.
The leaders spoke in favour of developing practical cooperation
in various areas, including efforts to ensure strategic stability
and combat international terrorism, with particular emphasis
on the importance of coordinated efforts to curb
an arms race.
The exchange on economic
cooperation revealed an interest in bolstering it. Energy was
discussed separately.
The problem of Syria was
discussed, as was the internal crisis in Ukraine. There was
recognition on both sides of the need to make rapid strides
toward achieving settlements.
Satisfaction was expressed with
the limited reduction of tensions around the Korean Peninsula.
The expediency of continuing consistent efforts to resolve
the situation by peaceful, diplomatic means was underscored.
It was agreed to develop
further bilateral contacts in light of the changes
in leadership at the US Department of State.
The possibility of organizing a top-level meeting received
special attention.
On the whole,
the conversation was constructive and businesslike, with a focus
on overcoming the accumulated problems in Russian-American
relations.

Statement by the Presidents of the Russian Federation and the United States of America

President
Trump and President Putin today, meeting on the margins
of the APEC conference in Danang, Vietnam, confirmed their
determination to defeat ISIS in Syria. They expressed their
satisfaction with successful US-Russia enhanced de-confliction efforts between
US and Russian military professionals that have dramatically accelerated
ISIS’s losses on the battlefield in recent months.
The Presidents agreed to maintain open military channels
of communication between military professionals to help ensure
the safety of both US and Russian forces and de-confliction
of partnered forces engaged in the fight against ISIS. They
confirmed these efforts will be continued until the final defeat
of ISIS is achieved.
The Presidents
agreed that there is no military solution to the conflict
in Syria. They confirmed that the ultimate political solution
to the conflict must be forged through the Geneva process
pursuant to UNSCR 2254. They also took note of President Assad’s
recent commitment to the Geneva process and constitutional
reform and elections as called for under UNSCR 2254.
The two Presidents affirmed that these steps must include full
implementation of UNSCR 2254, including constitutional reform
and free and fair elections under UN supervision, held
to the highest international standards of transparency, with all
Syrians, including members of the diaspora, eligible
to participate. The Presidents affirmed their commitment to Syria’s
sovereignty, unity, independence, territorial integrity, and non-sectarian
character, as defined in UNSCR 2254, and urged all Syrian
parties to participate actively in the Geneva political process
and to support efforts to ensure its success.
Finally
President Trump and President Putin confirmed the importance
of de-escalation areas as an interim step to reduce
violence in Syria, enforce ceasefire agreements, facilitate unhindered
humanitarian access, and set the conditions for the ultimate
political solution to the conflict. They reviewed progress
on the ceasefire in southwest Syria that was finalized
the last time the two Presidents met in Hamburg, Germany
on July 7, 2017. The two presidents, today, welcomed
the Memorandum of Principles concluded in Amman, Jordan,
on November 8, 2017, between the Hashemite Kingdom
of Jordan, the Russian Federation, and the United States
of America. This Memorandum reinforces the success
of the ceasefire initiative, to include the reduction, and ultimate
elimination of foreign forces and foreign fighters from the area
to ensure a more sustainable peace. Monitoring this ceasefire
arrangement will continue to take place through the Amman Monitoring
Center, with participation by expert teams from the Hashemite Kingdom
of Jordan, the Russian Federation, and the United States.
The two
Presidents discussed the ongoing need to reduce human suffering
in Syria and called on all UN member states to increase
their contributions to address these humanitarian needs over
the coming months.
